According to reports from the , a Shenandoah man and woman were arrested on Wednesday after witnesses reported the pair were trying to lure children to their car.
Jose Paulino, 35, and Crystal Luscan, 40, both of Shenandoah, Pa., were arrested Wednesday morning, Sept. 5 in the area of West Main and Noble streets in Norristown.
Officers originally encountered the couple parked at that location in their silver 1991 Lincoln Towncar at approximately 5:30 a.m. Police investigate what they thought was a suspicious car and eventually advised the pair to leave the area. Police were called back to the scene just before 7 a.m. later by neighbors who reported that Paulino was taking pictures of neighborhod children and trying to convince them to come close to look at the pictures.
When neighbors confronted the two about what they were doing, Luscan reportedly started shouting obscenities at them and Paulino reportedly replied, "What do you care? The're not your children."
The neighbors informed Luscan and Paulino they were calling police and the two allegedly walked away from the area, but were stopped by police in the 1000 block of West Main Street.
The pair were searched and a black camera bag containing a digital camera was taken from Paulino and placed into evidence. A search of Luscan reportedly revealed three pipes commonly used to smoke controlled substances, one containing a small amount of marijuana. Police also found a children's video, a toy car, a bubble gum cigar and other candy according to a report.
Paulino is being charged with stalking, luring a child, criminal attempt, disorderly conduct and harassment. Luscan is being charged with criminal conspiracy to lure a child and criminal attempt, disorderly conduct, and drug violations.
