Man Charged with Indecent Exposure and Taken to Hospital, Say Police

He did not cooperate when officers tried to take him into custody.

Norristown police arrived outside of an apartment building to see a man in a state of undress, with his genitals exposed to drivers and pedestrians, say police.

On Dec. 22 at 8:23 p.m. police officers were dispatched to see about a disturbance around Arch Street and East Freedley Street, where an African American man was supposedly on the ground, according to a Norristown police report. 

The officers saw Carlos Bouie standing on the sidewalk by the Freedley Court Apartments without a shirt and with his underwear and pants at his ankles. Bouie faced Arch Street, and his genitals were visible to drivers and pedestrians.

Bouie’s address is listed as Norristown, according to online court documents.

The officers detected an intense chemical smell from his mouth that goes along with using PCP. His speech was slurred, he was sweating heavily and he could not walk well. They tried to take him into custody and, after he resisted, the officers had to use force to put him into their vehicle, say police.

Plymouth Paramedics examined Bouie at the Norristown police station, where they found very high heart rate. He was taken to a hospital to be treated.   

According to online court documents, Bouie was charged with indecent exposure and resisting arrest.
