Man in Norristown Police Jail Cell Tries to Stick Head in Toilet

The allegedly intoxicated man faces charges of aggravated assault, aggravated harassment by prisoner and more.

While Norristown police were attending to an allegedly intoxicated woman on West Main Street, an allegedly intoxicated Bala Cynwyd man walked over, was arrested, and was taken to a cell at the Norristown Police Department where he tried to stick his head in the toilet multiple times, according to a police report.

On Dec. 23 police were sent to see about an evening call regarding an unresponsive person who was lying in the road of the 500 block of West Main Street. Police saw a woman identified as Charise Tyler-Bolger lying on the sidewalk and road in a state of great intoxication and disorientation, according to a Norristown police report.

She could not stand by herself or answer basic questions, and police indicated that her breath smelled of PCP and alcohol, according to the report. Police arrested her upon suspicion of public intoxication and she was taken to a Norristown Police station cell to await sobriety.

While police were working with Tyler, a man identified as Fernando Rosario, who, according to online court documents resides in Bala Cynwyd, approached, and started asking what was happening. Police noted that Rosario was quite intoxicated, waking unsteadily and had red eyes. Rosario was arrested, and, in a police car on the way to the police station he became angry and began to hit his head on the door and the rear partition, say police.

He was taken to his cell, where he did not cooperate with police, who had to handcuff his wrists and shackle his legs to continue processing him. He made several threats to the officers there and also claimed that he would choke himself using his clothing. He would not tell police what kind of substance he had taken to cause his alleged intoxication.

After he was put in a cell he kept trying to stick his head in the toilet, say police.  Rosario was taken to the emergency room of Einstein Medical Center Montgomery to be evaluated to see if there was a possible overdose.  

According to online court documents he is charged with public drunkenness, aggravated assault, and aggravated harassment by prisoner, among other charges.
