Norristown Attorney, a Towamencin Resident, Arrested on Drug Charges

Gregory Noonan, 53, of Oberlin Terrace, is charged with felony delivery of a controlled substance for allegedly selling 180 Oxycodone pills to an undercover Philadelphia Police officer on Thursday.

Gregory Noonan, Esq., a Norristown attorney and Towamencin Township resident, has been arrested and charged with the delivery of controlled substances and other offenses by the Montgomery County District Attorney's Office.

Noona, 53, of the 100 block of Oberlin Terrace, is a licensed attorney with a firm on the 500 block of Swede Street, Norristown, according to District Attorney Risa Vetri Ferman.

On Nov. 23, at 9:42 a.m., authorities allege Noonan allegedly unwittingly called an undercover Philadelphia Police Officer's cell phone and left a message stating he wanted to meet him at his office. At 11:45 a.m., Noonan allegedly called again, but did not leave a message. Noonan then called a third time at 11:58 a.m., leaving a message stating that he really needed to meet with the undercover officer, authorities said.

At 12:32 p.m. Nov. 23, the undercover officer called Noonan's cell phone. Noonan and the officer agreed to meet at Noonan's office at 6:30 p.m. that day, authorities said.
At 6:55 p.m., the undercover officer met with Noonan inside his Jaguar outside his law firm, according to authorities.

Noonan allegedly sold the undercover officer 179 30-milligram Oxycodone pills, at $15 per pill, Ferman said.

On Dec. 12, at 5:08 p.m., Noonan called the undercover officer again. He contacted the officer a second time a week later on Thursday afternoon. The two agreed to meet Thursday night between 6 p.m. and 7 p.m., Ferman said.
On Thursday, at 6:15 p.m., Noonan met with the officer at Noonan's law office. Noonan exited his office and met with the officer inside Noonan's Jaguar, Ferman said.

The undercover officer allegedly gave Noonan $3,250 in pre-recorded serialized currency, police said.

In return, Noonan allegedly handed over a pill bottle with 180 30-mg Oxycodone pills, Ferman said.

Noonan was then arrested by Montgomery County Detectives.
Noonan was arraigned Friday morning before District Judge Margaret Hunsicker on two counts of felony delivery of a controlled substance, two counts of possession of a controlled substance, two counts of possession of drug paraphernalia and two counts of criminal use of a communications device, police said.

Noonan was sent to Montgomery County prison in lieu of $250,000 cash bail, police said.

A preliminary hearing is set for Jan. 3 before Hunsicker in Norristown.
Prosecution will be by Assistant District Attorney Jason Whalley, captain of the county District Attorney's Drug Unit.

"I want to thank Philadelphia Police Commissioner Charles Ramsey and the Intensive Drug Unit of the Philadelphia Police for their assistance," Ferman said. "Cooperation between law enforcement agencies is important in criminal investigations, especially where a drug dealer, because of his or her position, might be familiar with local undercover detectives," Ferman said.

Ferman said there has been an increased use of opiates in children and adults in Montgomery County.

"We must stop this dangerous trend," she said. "One of my priorities is to investigate and prosecute prescription pill traffickers. As you can see from this arrest of a lawyer and a recent successful prosecution of a doctor, no one is above the law."
