Officer Observing Traffic Finds Narcotics, Police Say

Two were arrested and charged.

An officer who was parked and observing traffic in Norristown took notice of a car with a broken headlight whose driver seemed to change direction after noticing the officer nearby, according to a Norristown police report.

On Dec. 20 at 2:20a.m., a Norristown police officer parked and watching traffic at Haws Avenue and West Main Street near an A Plus Mini Market saw a white Chrysler Cirrus on the road move as if it were going to enter the market’s parking lot. But then, according to the report, the driver looked right at the officer parked nearby and “swerved” back onto the road, according to the report.

The officer had noticed that the Cirrus’s left front headlight was out and began to search the area for the vehicle. Five minutes later the officer again saw the car on Haws Avenue, going towards Main Street.

He stopped the white car at West Oak Street and Noble Street. According to the report, the driver, identified as Steven Cox, seemed to handing something to the female passenger in the front seat, who was identified as Chelsea Clark. Police found that Clark was wanted on a fine and cost warrant.

Two officers approached the car and asked the woman to step aside. The report indicated that her left hand was clenched as if she were hiding something. She would not go out of the car and, as the officers removed her, one of them saw a small baggie fall from Clark’s hand by the rear floorboard. She was arrested for her fine and cost warrant.

The officers recovered the baggie, which contained other baggies packaged as heroin bags. They also found Oxycodone pills in the baggie, say police. Next to the baggie was a red pill container that held a Xanax pill, which, along with the Oxycodone, is a narcotic.

Cox and Clark were arrested under suspicion of possession of controlled substances and conspiracy.
