The American Civil Liberties Union has filed a lawsuit claiming Norristown's "Three Strikes" ordinance is unconstitutional and threatens the lives and safety of domestic violence victims and other tenants.
The American Civil Liberties Union (ACLU) filed a federal lawsuit against Norristown on Wednesday over the municipality's "Three Strikes" ordinance aimed at landlords whose tenants are the source of repeated police calls for "disorderly conduct or other activities that disturb or threaten the neighborhood." The ACLU charges that the ordinance is unconstitutional and "punishes innocent tenants and their landlords for requesting police assistance." The case was filed on behalf of a Norristown resident, Lakisha Briggs, a victim of domestic violence who the ACLU says faced eviction for calling police when she was being attacked by her abusive ex-boyfriend. Council approved the sign's removal at Tuesday night's meeting.
Residents in the 1200 block of Tyler Street will soon be losing a stop sign and gaining a few parking spaces. Norristown Municipal Council approved an ordinance on Tuesday, April 2, authorizing removal of the sign, which Councilman Bill Caldwell says was requested by residents of the neighborhood. The sign currently sits in the middle of the block on Tyler where Selma Street meets it from the north. The sign was a problem for neighbors because it limited parking while not offering much in the way of safety due to the low traffic levels in the quiet neighborhood in the southwesterly part of town. Norristown Police Chief Russell Bono will go over his department's annual report on crime in our community.
Norristown Municipal Council meets again tonight at 7:30 p.m. at Norristown Municipal Hall, 235 East Airy Street. Among the business on tonight's agenda is a presentation on Norristown's annual crime statistics being made by Norristown Police Chief Russel Bono. Some of the information expected to be discussed includes decreases in homicides, rapes, robberies, assaults, and thefts, according to the report. There were reported increases in both burglaries and arsons. The report also notes that Norristown's clearance rates for serious crimes are higher than those for the entire state. Norristown has several ordinances regulating the removal of snow and parking during a snowstorm.
With the possibility of anywhere from four to eight inches of snow on the way thanks to Winter Storm Nemo, Patch thought it would be a good time to review the snow-related rules in Norristown. Council passed a few ordinances governing the removal of snow from streets and sidewalks back in 2011. If you're not aware of them, now's your chance to catch up on the new rules. We are pleased Norristown is moving forward with the authorization of life-saving traffic safety cameras (“Red Light Cameras Get the 'Green Light' in Norristown,” 1/8). We recently commemorated the tenth anniversary of the death of our daughter Sarah. She was killed by a red-light runner when she was only 31 years old. Since then, it has become our mission to advocate for safety initiatives that reduce crashes and prevent needless deaths. The bottom line is, when it comes to saving lives, photo enforcement works. A 2011 study from the Insurance Institute for Highway Safety concluded traffic safety cameras reduce fatal red light running crashes by 24%, saving 159 lives in the 14 largest cities using them. Council voted to approve an ordinance Monday night authorizing the use of "automated red light enforcement systems."
Council voted 6-1 to adopt Ordinance 13-02 authorizing the use of automated red light enforcement systems, or red light cameras, in Norristown at its Monday, Jan. 7 meeting. The state legislature passed a bill in June giving certain Montgomery County municipalities the option to adopt the practice and council discussed the issue at a Dec. 18 meeting where it decided to move forward with the project on the recommendation of the Public Safety Committee and the Norristown Police Department. Intersections suggested for possible red light camera deployment include Markley and Main streets, West Main Street and Forrest Avenue and West Main Street and Haws Avenue. The agenda is short with scheduled adoptions the 2013 Municipal Budget, the 2013 Community Development Block Grant budget and changes to the zoning map for the former Kennedy-Kenrick High School site among other business.
